Cropped top with a cami underneath?

I've asked recently a question like this, but its a little different. Okay, going to the mall with a cropped top BUT with no cami underneath, is it really considered sl**** ? It "crops" right below the bellybutton and i wanna pair it w. jeans and flats. Or should I just wear a cami underneath it? I'm 14 if that helps.
