If girls mature sooner, then that means that they can have sex sooner?

Physically, they can. Legally, they can't. The age for sex is generally the same for both males and females in most states in the U.S. I'm not familiar with the laws of other countries, but I find it unlikely that, except in certain nations where women are routinely ill-treated, that the situation is very different.
